Categories of Disability

List of all disability types and definitions

The following list contains all the disability categories referenced in the Workplace Accommodation Toolkit.
List contains 41 items.

All Categories

All User Categories — A feature choice may be considered to be useful for all people, but of special importance to the accommodation of a person with a disability because of the advanced features of the component or product.

Cognitive Impairment

Cognitive Impairment — Affects the ability to think, concentrate, formulate ideas, reason and remember. It is distinct from a learning disability insofar as it may have been aquired later in life as a result of an accident or illness.
Cognitive Impairment (all types)
Intellectual impairment — Refers to a condition where powers of comprehension, information processing abilities are affected to the point where it affects the persons ability to perform

Deaf-Blind

Deaf-Blind — Refers to sensory impairment, visual impairment and hearing impairment, occurring in combination with each other. Frequently, other disabilities also occur with the combination of a visual and hearing impairment. The combination of these disabilities causes significant challenges to accommodation. Tactile solutions are often appropriate.
Deaf-Blind

Dexterity Impairment (Arms/Hands/Fingers)

Dexterity Impairment (Arms/Hands/Fingers) — Reduced function of arms and hands makes activities related to moving, turning or pressing objects difficult or impossible. This does not influence speech communication itself but makes it hard to make a phone call or use a wide range of other equipment.
Cannot use fingers — This can seriously affect a person's ability to use a computer keyboard and mouse.
Cannot use one arm — Causes difficulty in typing. The constant reaching for a mouse and increased demands on the useful arm puts persons in this category at high risk of developing Repetitive Strain Injury in the working arm. A person in this category must be provided with the best possible workstation ergonomics as well as the appropriate assistive device.
Dexterity Impairments (all types)
Hand Tremors — Causes difficulty in writing, keyboarding, mouse use etc.
Reduced co-ordination — Hand/eye coordination is necessary on traditional computers. Cursor movement on the screen responds to minute movements of the mouse by the hand. Typing also requires a certain amount of coordination and dexterity.
Reduced strength — Refers to persons who have disabilities that affect depressing computer keys, mouse clicks, lifting reference material etc. May require adaptations to the workstation that allow for low or no impact computing as well as other workstation modifications.
Reduced Strength—Arm — Persons who have disabilities that affect depressing computer keys, mouse clicks, lifting reference material etc. May require adaptations to the workstation that allow for low or no impact computing as well as other workstation modifications.
Reduced Strength—Hand — Persons who have disabilities, which affect depressing computer keys, mouse clicks, lifting reference material etc. May require adaptations to the workstation that allow for low or no impact computing as well as other workstation modifications.
Repetitive Strain Injury (RSI) — Extremely prevalent in recent years due to the intensive computer use. It is a separate category even though many of the symptoms are covered in other categories. RSI is a result of repetitive procedures that gradually affect the user. It sometimes becomes so severe that the person cannot even pick up a pencil. Risk of RSI can be reduced dramatically through ergonomically designed work stations and prevention training. All computer users should take frequent short breaks and vary physical activities during the day. A saying among health professionals is, It is much harder to get RSI than it is to get rid of it. Prevention is key. Treatment can last up to a year or longer and may include surgery. There are assistive devices designed to aid persons with RSI work in a more natural position and put less strain on the body.

Elderly

Elderly — Older people tend to be slower to learn new skills, have difficulty in memorising and reacting quickly to instructions. Also many elderly people prefer human assistance to using self-service terminals. However, this is not insuperable with suitable user interfaces and appropriate training. Many elderly people use the telephone or video cassette recorder even though they may not be familiar with all of its facilities.

Many of the symptoms characteristic of aging are covered in other categories, Problems may include hearing, vision, dexterity, mobility and cognitive. Sometimes there is a combination of several disabilities stemming from the aging process. Many products are cross-functional addressing several different disabilities. Therefore, an aging person may not require a specific adaptive device for every disability. This should be considered when choosing an aid.

Hearing Impairment

Hearing Impairment — Hearing impairment is a generic term including both deaf and hard of hearing which refers to persons with any type or degree of hearing loss that causes difficulty working in a traditional way. It can affect the whole range or only part of the auditory spectrum which, for speech perception, the important region is between 250 and 4,000 Hz. The term deaf is used to describe people with profound hearing loss such that they cannot benefit from amplification, while hard of hearing is used for those with mild to severe hearing loss but who can benefit from amplification.
Deaf (+/- deafened) — Refers to those persons with hearing impairments with a loss so severe that it precludes the use of the auditory channel as the primary means of Speech/Language and information processing.
Hard of hearing — Refers to those persons with hearing impairments with a permanent or fluctuating hearing loss which is permits the use of the auditory channel for a certain amount of speech/language and information gathering functions with the use of an aid.
Hearing Impairments (all types)

Learning Disability

Learning Disability — A specific learning disability results from problems in one more of the central nervous system processes involved in perceiving, understanding and/or using concepts through verbal (spoken or written) language or nonverbal means. It manifests itself with a deficit in one or more of the following areas: attention, reasoning, processing, memory, communication, reading, writing, spelling, calculation, coordination, social competence and emotional maturity.

It affects:

INPUT

  • How information is taken in.
  • Perception (How it is perceived)
  • Auditorily (How well information is heard)
  • Visually (How well information is seen)
  • Tactually (How well information is input by touch)

INTEGRATION

  • How new information is taken in, understood and linked to old information.
  • Concept formation.
  • How multiple ideas are combined.

OUTPUT

  • How information that has been learned and assimpilated is shown to others.
  • Written expression
  • Organization of thoughts and understanding of Logical Progression.
  • Oral expression (A speech or explanation of what has been learned)
  • Organization of thoughts and understanding of Logical Progression.
  • Demonstration (A project demonstrating what they have learned)
  • Organization of thoughts and understanding of Logical Progression.

Attention Deficit (Difficulty Focusing) — Attention Deficit Disorder is a biologically based condition causing a persistent pattern of difficulties resulting in one or more of the following behaviors:
  • inattention
  • hyperactivity
  • impulsivity
Inattention: difficulty attending or focusing on a specific task. People with Attention Deficit Disorder may become distracted within a matter of minutes. Inattentive behavior may also cause difficulties with staying organized (e.g. losing things), keeping track of time, completing tasks and making careless errors.
Hyperactivity: difficulty inhibiting behavior. These people are in constant motion. They may engage in excessive fiddling, leg swinging and squirming in their chair.
Impulsivity: difficulty controlling impulses. These people do not stop and think before they act. They say and do whatever comes into their mind without thinking about the consequences. They might say something inappropriate and regret it later, blurt out a response to question before a person is done speaking to them or have difficulty waiting for their turn in line.

Dyscalculia — Difficulty performing math calculations. A learning disability which affects math.
Dysgraphia — Difficulty expressing thoughts in writing. It is used to refer to extremely poor handwriting.
Dyslexia — Dyslexia is a learning disability that involves reading. Other similar terms include Dysgraphia (writing disability) and Dyscalculia (math disability). Dyslexia is probably the most common LD term which the general public hears. The word "dyslexia" simply means difficulty understanding written words.
The following are some common signs of Dyslexia:
  • trouble expressing verbal language
  • poor reading comprehension
  • poor spelling
  • difficulty reading — trouble identifying individual words
  • trouble expressing thoughts in written form
  • difficulty listening to or following directions — may hear words incorrectly
  • confusion about directions in space and time, (e.g. left from right, up from down, months of the year)
  • letter reversals (e.g. writing b for d or vice versa), trouble sequencing letters, (e.g. "left" for "felt").
  • may see words as upside down, blurred or distorted
  • difficulty with handwriting
  • difficulty with mathematics — using mathematical symbols,
  • sequencing steps to solve a mathematical problem

Learning Disabilities (all types)

Mobility Impairment

Mobility Impairment — Reduced function of legs and feet leads to users depending on a wheelchair or artificial aid to walking. In addition to people who are born with a disability, this group includes a large number of people whose condition is caused by age or accidents.
Cannot walk without aid — It is important that these persons are given proper workstation ergonomics because problems in the legs often cause poor posture which put the person at risk of developing other problems such as back strain.
Mobility Impairments (all types)
Wheelchair user — An employee who uses wheelchairs often requires a modified workstation. The keyboard height, desktop and monitor height need to be adjusted to assure proper ergonomics.

Speech and Language Impairment

Speech and Language Impairment — Speech impairment may influence speech in a general way or only certain aspects of it, such as fluency or voice volume. Language impairment may be associated with a more general intellectual impairment.
Language impairment — An impairment in the ability to understand and/or use words in context, both verbally and non-verbally. Some characteristics of language impairment include improper use of words and their meanings, inability to express ideas, inappropriate grammatical patterns, reduced vocabulary and inability to follow directions. One or a combination of these characteristics may occur those who are affected by language learning disabilities or developmental language delay. The person may hear or see a word but not be able to understand its meaning. They may have trouble getting others to understand what they are trying to communicate.
Non-Verbal — Persons who cannot communicate through the use of voice. Persons who are non-verbal must communicate through Augmentative or Alternative Communication Devices.
Speech and Language Impairment (all types)
Speech impairment — The impairment of speech articulation, voice, fluency, or the impairment language comprehension and/oral expression or the impairment of the use of a spoken or other symbol system. Might be characterized by an interruption in the flow or rhythm of speech, such as stuttering, which is called dysfluency. Speech disorders may be problems with the way sounds are formed, called articulation or phonological disorders, or they may be difficulties with the pitch, volume or quality of the voice. There may be a combination of several problems. People with speech disorders have trouble using some speech sounds, which can also be a symptom of a delay. They may say see when they mean ski or they may have trouble using other sounds like l or r. Listeners may have trouble understanding what someone with a speech disorder is trying to say. People with voice disorders may have trouble with the way their voices sound.

Visual Impairment

Visual Impairment — Blindness implies a total or near total loss of the ability to perceive form. Low vision implies an ability to utilise some aspects of visual perception, but with a greater dependency on information received from other sources.
BlindnessLegally blind indicates that a person has less than 20/200 vision in the better eye or a very limited field of vision (20 degrees at its widest point); Totally blind people cannot see at all. This makes it impossible to view a computer monitor and renders the computer inaccessible without adaptive assistance and non-visual media.
Colour Blindness — Inability to perceive colours in a normal fashion. The most common colour scheme that is affected is red/green. Another common colour scheme is blue/yellow. Colour blindness almost exclusively affects men. Incidence is about 1 in 10. The primary implication on computer operation is colour scheming on the screen.
Low Vision — Severely visually impaired after correction but can increase visual function with the use of adaptive aids. According to the World Health Organization, Low Vision corresponds to visual acuity of less than 6/18 (0.3) but equal to or better than 3/60 in the better eye with best correction. When ordinary eye glasses, contact lenses or intraocular lens implants cannot provide sharp sight and an individual is said to have low vision. Although reduced central or reading vision is common, low vision may also result from decreased side (peripheral) vision, a reduction of loss of color vision, or the eye's inability to properly adjust to light, contrast or glare.

To be fit, that was most everybody wants to achieve while they are living and enjoying with their life.  This are some types of fitness that people needs to develop.
Stamina - This is a combination of cardio-respiratory endurance and muscular endurance.
Cardio-respiratory endurance - this is the ability of the heart and lungs to some get oxygen to the muscles, the reason for this is that the muscles can perform for a long time. This type of fitness can be developed by exercising in your training zone with just at lease 3 times per week for a duration of at least 20 minutes.
Muscular endurance -this is the ability of a muscle or group of muscles to perform for a long time. This can be developed only through weight lifting and some exercises such as press ups, sit-ups etc. TThe only important point to note about developing muscular endurance is that you must exercise with high reps and low weight to get the desired effect.
Strength - This is the greatest force that a muscle can produce in pushing, pulling, lifting or striking actions. This type of fitness is usually developed by  just following a weight lifting program. An important point to remember is to exercise with just a low reps and high weight.

womens-healthWomen play an important role in the society, in mostly community and in the country. It is where they also contribute something different with men. And for me women need to have the exact right she needs for her life. They should be given equal rights, good attention and good health.
Although we know that for other countries women treated unequally than men. It is where they experience discrimination. Especially for their right, but nowadays, women have already proved to their self and to other people most especially man that they can also contribute something difference that the country would never forget.
That is why women also need to have a good health. It is too continue their duty in life, their unfinished work not in the house where they where serving in the community. Women need to have a healthy life style as well as a healthy well being.
They need to be fit always by taking good care of their body, a right exercise, as well as right nutritious foods, and vitamins. This all things help them to achieve a good health they all wanted. This may help them to continue their unfinished duty.
Women’s are not like men who have a strong body and mind, that is why women really needs to give important to their health in order for them to get continue on what ever work they are doing.

A pageant is a great platform, which gives Pakistani women the opportunity to emerge as a voice for their community and address issues that need to be dealt with. The best part about being in the pageant was the experience it provided and it made me feel more in touch with the Pakistani community. Even though every girl could not win the crown, they were all still winners as the pageant gave us all the opportunity to explore our hidden talents and encouraged us to do things we had never done before - be it dancing, the catwalk or even speaking on a stage in front of millions of people. All has helped build a lot of confidence in the girls and in me personally too. It was a great experience to meet so many different girls from all over Canada and making so many new friends and living with them day in and day out for 4 days was an awesome experience as it gave us the opportunity to get to know each other intimately. Every girl in the competition was unique in her own way and we all adjusted to each others needs and learnt to get along. The pageant also taught us how to deal with responsibility be it making rehearsals on time, getting out clothes done on time, making sure our choreography was perfect in time for the show and so forth. The coordinators and choreographer did a great job in putting together an awesome and flawless show which hopefully everyone enjoyed. I look forward to representing my country in international pageants and doing the best that I can in bringing honor to the title."

Vista machine on the verge of death? Ubuntu OS can help!

Recently, I’ve had a couple machines running windows vista thrown into my lap. In each case I ended up installing Ubuntu and saw a huge change in performance. Here are two examples.
The first was my own old toshiba laptop (dual core AMD 1.8 – 4GB ram) which overheated one too many times and was rendered useless. Vista Boot-time from complete shutdown was 8 minutes+. This was with nothing else starting up. The busy light would flicker for 8 solid minutes before finally stopping and becoming somewhat stable. I tried cleaning the machine’s hard temp files, registry, and even uninstalling all but essential software. I even restored vista on this machine with no improvement.
A few months passed and I had moved on to my Alien-ware M11x. But something about how my old LT died really bothered me. When Ubuntu 10.10 came out I decided to try it out, and my old LT was the lab rat. Ubuntu installed very easily (about 20 minutes) it picked up my wireless hardware right away and was fully updated 30 minutes after install. Once all finished I did a reboot. 19 Seconds to boot. I was surfing the internet, running games (linux based of-course) and using it for programming. It’s was like a brand new machine all over again. I now use it as a reliable backup machine and sync all my work files to it with spyder oak.

Ccleaner – A free way to clean up a windows machine.

Ccleaner is the real deal. It’s a free software that offers a lot of great computer cleaning tools. Ccleaner has become part of my routine when doing maintenance to computers. Here’s the CNET review:
Although it lacks a few of the bells and whistles found in other PC-cleaning applications, this free program offers more than enough features to make it a worthy download. CCleaner’s interface is logically designed and makes it easy to wipe away your tracks from Internet Explorer, Firefox, Opera, and Google Chrome from various Windows system areas, and from some third-party applications.
CCleaner doesn’t support the large number of extraneous programs that some competitors do, but it can erase traces from such popular programs as Spybot – Search & Destroy and WinZip. CCleaner now offers secure file erasing along with a Registry-cleaning utility that quickly scans for invalid entries before removing them. CCleaner can even back up your Registry before removal, in case it accidentally removes a crucial component, and the download includes a rudimentary feature for uninstalling any program on your machine.
Since this free application handles the majority of PC-cleaning chores and offers a nice extra, we strongly recommend CCleaner to all users, except those who need robust tools to remove supersensitive data.
Features:
  1. Cleans out temp files for all browsers on your computer.
  2. Cleans out temp data from software installations
  3. Scans and fixes registry errors
  4. Offers a faster way to view “add and remove programs” without having to use the slow working windows tool.
  5. Allows you to quickly edit the startup software without having to access msconfig

Adding a Favicon icon to your blogspot blog will help your blog to looks more professional than other similar blogs. So, you know how to add a favicon to blogger blog? Well, in this simple guide I'll explain you how to add a small favicon icon to your blogger blog easily within few steps. If you're using a blog platform other than blogspot such as wordpress or live journal, you can learn it in adding favicon to wordpress article. So, let's begin.

First you need to create a small image to use as your favicon logo on your blog (Probably favicon is an icon .ico file with 16x16 pixels in size). There are many ways to do this easily. You can use any photo editing software like Adobe Photoshop, Open Office GIMP or any other tool you prefer. If you're using Photoshop there is a single free plug-in to download to simplify this task. If you feel it hard to manually do this, there are various free online favicon code generators that automatically convert your logo image into a both favicon and blogger supported icon file. All you need to do is simply upload your newly designed image into one of these websites, configure some of its settings such as color, brightness, blogger platform and crop settings and finally download it as a favicon icon image. Isn't it easy? But I suggest you to manually design your favicon to your blog with your photo editing software since you can tweak it well.

Now it's time to use our new favicon in our blogger blog. But you can't upload icon files into blogger directly to use as our favicon logo. So, you need to find a place to host your favicon image other than blogspot. I personally use Google Pages which is available for free to host my favicon icons. Now it's time to tell the most important part. Finally we need to tell the blogger to use our logo in our blog.

To do this…

  • Login to your Blogger Dashboard
  • Click on the "Design" tab and choose "Edit HTML"
  • Now look for the following piece of code between <head> and <body> tags.
        <title><data:blog.page.Title/></title>
  • Now simply add following HTML favicon code in the next line.
        <link href='YOURFAVICONURL' rel='shortcut icon' type='image/x-icon'/>
  • You can replace "YOURFAVICONURL" with your own location URL address of your previously uploaded favicon icon. It should be something like "http://domain.com/upload/imagename.ico".

Mental Retardation - free urdu book

Mental retardation is a condition diagnosed before age 18 that includes below-average general intellectual function, and a lack of the skills necessary for daily living.

Causes

Mental retardation affects about 1 - 3% of the population. There are many causes of mental retardation, but doctors find a specific reason in only 25% of cases.
A family may suspect mental retardation if the child's motor skills, language skills, and self-help skills do not seem to be developing, or are developing at a far slower rate than the child's peers. Failure to adapt (adjust to new situations) normally and grow intellectually may become apparent early in a child's life. In the case of mild retardation, these failures may not become recognizable until school age or later.
The degree of impairment from mental retardation varies widely, from profoundly impaired to mild or borderline retardation. Less emphasis is now placed on the degree of retardation and more on the amount of intervention and care needed for daily life.
Risk factors are related to the causes. Causes of mental retardation can be roughly broken down into several categories:

Symptoms

  • Continued infant-like behavior
  • Decreased learning ability
  • Failure to meet the markers of intellectual development
  • Inability to meet educational demands at school
  • Lack of curiosity
Note: Changes to normal behaviors depend on the severity of the condition. Mild retardation may be associated with a lack of curiosity and quiet behavior. Severe mental retardation is associated with infant-like behavior throughout life.

Exams and Tests

An assessment of age-appropriate adaptive behaviors can be made using developmental screening tests. The failure to achieve developmental milestones suggests mental retardation.
The following may be signs of mental retardation:
  • Abnormal Denver developmental screening test
  • Adaptive behavior score below average
  • Development way below that of peers
  • Intelligence quotient (IQ) score below 70 on a standardized IQ test

Treatment

The primary goal of treatment is to develop the person's potential to the fullest. Special education and training may begin as early as infancy. This includes social skills to help the person function as normally as possible.
It is important for a specialist to evaluate the person for other affective disorders and treat those disorders. Behavioral approaches are important for people with mental retardation.

Outlook (Prognosis)

The outcome depends on:
  • Opportunities
  • Other conditions
  • Personal motivation
  • Treatment
Many people lead productive lives and function on their own; others need a structured environment to be most successful.

Possible Complications

Complications vary. They may include:
  • Inability to care for self
  • Inability to interact with others appropriately
  • Social isolation

When to Contact a Medical Professional

Call your health care provider if:
  • You have any concerns about your child's development
  • You notice that your child's motor or language skills are not developing normally
  • Your child has other disorders that need treatment

Prevention

Genetic: Prenatal screening for genetic defects and genetic counseling for families at risk for known inherited disorders can decrease the risk of inherited mental retardation.
Social: Government nutrition programs are available to poor children in the first and most critical years of life. These programs can reduce retardation associated with malnutrition. Early intervention in situations involving abuse and poverty will also help.
Toxic: Environmental programs to reduce exposure to lead, mercury, and other toxins will reduce toxin-associated retardation. However, the benefits may take years to become apparent. Increased public awareness of the risks of alcohol and drugs during pregnancy can help reduce the incidence of retardation.
Infectious: The prevention of congenital rubella syndrome is probably one of the best examples of a successful program to prevent one form of mental retardation. Constant vigilance, such as limiting exposure to cat litter that can cause toxoplasmosis during pregnancy, helps reduce retardation that results from this infection.

1.     SPECIAL EDUCATION:

Each child has right to an education. The purposes and goals of education are essentially similar for all children, while the techniques required to help individual children progress may be different. Some children will require substantial modification of the educational program others only minor variations.
Special education is the educational component of rehabilitation. It is needed for all those individuals who experience or are at risk of experiencing significant and continuing difficulties in learning and in adjusting to normal educational opportunities made available to other persons. The term special education has been used to denote those aspects of education that are applied to handicapped and gifted children but are not usually used with the majority of average children. Special is defined by Webster as ‘distinguished by some unusual quality; uncommon; noteworthy; extra ordinary; additional to the regular; extra; utilized or employed for a certain purpose in addition to the ordinary’. Those definitions are certainly applicable to special education, which consists of the modifications of or additions to school practices intended for the ordinary child practices that are unique, uncommon, of unusual quality, and in particular in addition to the organization and instructional procedures used with the majority of children. Children and adults with disabilities comprise a substantial part of the population. The consensus of expert opinion and various research surveys is that 10 to 15 percent of children are identified as disabled and required active intervention and specialized services. Conditions of poverty disease, etc, can result in higher prevalence of disabled children who will require special education intervention.

 2.     GENERAL PRINCIPLES:

a)      Educational resources for handicapped students should be comparable to those available for other students and appropriate to meet the special needs of those children, since these needs have often been long neglected or received unduly low priority.
b)      Special education programs in the future will be found in a variety of settings, with some disabled children able to participate in a regular school setting, while others will require very intensive program. There should be as a basic assumption underlying educational and other efforts on behalf of the handicapped, a commitment to integrating the disabled person as fully as possible into the community of non-handicapped persons. History is replete with examples of unnecessary segregation of disabled, and consequent substandard treatment and determination.
(c)     Wherever handicapped students are being educated alongside non-handicapped students, those responsible for educational provision must develop a clearly stated plan which specifies the steps to be taken and precise resources which will be required to ensure that the assessed needs of the individual student will be fully met. Placing a handicapped student in a normal setting is only the first step to integration.
(d)     Special education services should be:
(i)      Individualized: i.e. based on the assessed and agreed needs of the individual students and leading to clearly stated curriculum goals and short term objectives which are regularly revised, and where necessary, revised.
(ii)     Locally accessible: i.e. within reasonable traveling distance of the pupils’ home or residence, except in special circumstances where the pupils’ needs cannot be met by these means.
(iii)   Comprehensive: i.e. serving all persons special needs irrespective of age or degree of handicap, such that no child of schools age is excluded from educational provision on grounds of severity of handicap or receives educational services significantly inferior to those enjoyed by any other students.
(e)     Educational services should be made available to children below school age and the educationally and developmentally oriented. Home visiting services should be available from the first weeks of life.
(f)      Educational opportunities should also be provided to adolescents and adults at least on the same scale as to all other sections of the community.
(g)     To respond appropriate to these needs there must be primary responsibility placed in a single agency. The educational authorities should have the responsibility for education of all children, without regard to the type or severity of their disability. Comprehensive programming for disabled persons will require a full range of services, health, social welfare, rehabilitation employment placement etc. and this will necessarily involve close cooperation among various governmental community and voluntary agencies. Some agency however, must take the lead and assume the responsibility for the child. The establishment of a national body such as a council or commission for the handicapped to coordinate and promote intersectoral and interdisciplinary planning and development has been as a necessary step especially for countries which are venturing newly in the provision of services for handicapped persons.
(h)     While special education programs will necessarily bring additional expenditures and each nation is faced with the fact that it has insufficient funds to meet all its purposes, the costs of managing to provide early identification and education of handicapped children and to subsequently train those children and place them in the work force are much greater. Studies of rehabilitation and education programs across the world document that the economic advantages from such programs in productivity, payment of taxes by handicapped persons and reduced need for welfare assistance and disability stipends, outweigh the costs. Failure to educate and train handicapped persons in proportions equal to the provisions of services for the non-handicapped, because of the problem being perceived as a lower priority, result in later expensive programs to care for the untreated disabled developing nations, as they formulate new approaches to educating children, should be aware of the problem other nations have had in following this approach of giving a low priority to the handicapped. Handicapping conditions are caused by and cause, under development and dependency.

3.    ROLE OF SINDH EDUCATION DEPARTMENT FOR SPECIAL EDUCATION:

In Sindh province the education of the handicapped has remained the responsibility of Education Department. Whatever the work has been done in public or private sector in this regard has been supervised by the Department through the Directorate of Bureau of Curriculum and Extension Wing, Sindh Jamshoro. This Directorate along with other manifold responsibilities pertaining to Curriculum Development, Teacher Training, Establishment of Audio-Visual Aids Centers, Production and Procurement of Instructional Material, Organization of Adult Education Program, Women’s Division Programs and Agro-Technical Programs in the entire province, also works for the establishment and enhancement of services for the handicapped children in the province of Sindh.
The Directorate Bureau of Curriculum and Extension Wing, Sindh Jamshoro has Special Education Cell within its establishment at its headquarters at Jamshoro which comprises of one subject Specialist and other assisting officers posted at different places in the province. The concerned subject specialist and the coordinating officers are foreign qualified in the field of Special Education and have been successfully working in this field for the last three years.

4.     PRESENT SITUATION:

The present situation of Special Education in the province of Sindh is quite encouraging. The extreme interest of Education Department has proved to be the source of a promising future for this part of Education in Sindh.
At the moment, 26 institutions are working for the cause of the handicapped all over the province. Though the majority of these institutions is at Karachi but the present Government has done a lot to provide the similar services for the handicapped of the interior. Out of these 26 institutions, 20 are run by private sector and the remaining six are Government institutions. The privately managed institutions are registered with Education or Social Welfare Department and are getting Grant-in-Aid from these provincial departments every year.
The provincial Department of Education has been providing annual grant-in-Aid to these institutions regularly and has been supervising them by providing all the instructional help and professional guidance. Federal Ministry has also been providing them Special Grant-in-Aid through the provincial Department of Education.
The list of these 26 institutions is listed below with very brief information. The detailed information regarding the staff, enrolment, facilities etc: in respect of each institution has been given in Part ‘B’ of this repot.
