To advertise any thing you need a medium. for e.g. P&G company advertise its products (safe guard, Ariel, head& shoulder etc) through T.V, Billboards, print media(magazine, news paper) all these are different mediums to advertise any thing. Similarly now internet is also a strong medium for this purpose so if u want to be a part of Google adsense then you need a blog or website to place Google ads on it.(for e.g. advertise place on billboards, magazine, news papers etc.)

When visitor come to your site and click on Google ads which u place on ur website or blog Google give money on every click to blog or website owner because Google take charges from advertiser.
